How to apply for a tender?
We announce tenders for reconstruction projects in the Prozorro system. Except for emergency projects, as well as the restoration and protection of critical infrastructure. The buyer are 22 regional recovery services, so the announcement should be searched through the “Buyer” filter.
- Register on any marketplace from the Prozorro system and study open tenders.
- Study the project documentation, terms of participation and prepare a tender offer.
- Apply for participation in the tender through accredited Prozorro marketplaces.

Why is it worth working with the state?
- Restoration is a big market. The World Bank has estimated the need for reconstruction at $486 billion, and the state will soon become the largest customer for reconstruction.
- Restoration is also financed by Ukraine’s international partners, which means that projects are implemented according to the standards and under the guarantees of international financial institutions.
- The Agency and the Regional Offices work according to stable, clear, and transparent rules. And we are working to ensure that these rules become the basis for nationwide procurement of recovery.

Implementing change in approaches to cooperation
We analyzed the Agency’s and the Regional Offices’ procurement, held market meetings and identified the main problems in our procurement process. Based on the State’s anti-corruption strategy, the previous experience of the Regional Offices and the practice of the Antimonopoly Committee, we have developed methods and policies that eliminate opportunities for manipulation and open access to all capable contractors.

Frequently asked questions
What documents are required to prepare a tender offer?
The list of all documents required for participation in the tender is always provided in the tender documentation of the Buyer. This is the first section to pay attention to when reviewing the tender.
What projects are implemented through public procurement?
We announce tenders for housing, social infrastructure, and road maintenance projects. Emergency reconstruction projects and projects of military and strategic importance are concluded through direct contracts.
Can a business apply for several tenders at the same time?
Yes. There are no restrictions for contractors to participate in tenders. The winner is selected based on uniform qualification criteria.
Is experience with government projects required?
No, because such a requirement is discriminatory. The procuring entity only requires confirmation of the experience of performing a similar contract for the subject matter of the procurement. For example, when procuring new construction works, a contract for the performance of new construction works is considered similar.
What happens after the tender?
- Verification of the winner’s uploaded documents and qualification
- Approval of the contract price with the winner through the Prozorro system
- Signing and publication of the contract and components of the estimated price
- Publication of the detailed schedule of works
- Entering data into the DREAM system
How is the Bidder protected from violations by the Agency for Restoration?
At the stage of the procurement procedure, each participant can ask questions and formulate requirements to which the Buyer – the Agency or the Regional Offices – is obliged to provide an answer and, if necessary, amend the tender documents.
Right in the ProZorro system, a participant can appeal the terms of the tender documentation and the procuring entity’s decision to the Appeal Body – the Antimonopoly Committee of Ukraine. After the contract is concluded, in case of its violation by any of the parties, appropriate sanctions are applied to it.
Who conducts the project audit and how?
For complex and innovative projects, we engage independent technical supervision or a consulting engineer. These are the cases of:
- works at facilities of consequence class CC3 with a total contract value of more than UAH 300 million;
- technically or organizationally complex facilities that require measures to prevent or resolve disputes before trial.
If your rights are violated
If your business rights have been violated, you can file a complaint on the Business Ombudsman Council’s website. The Council considers complaints from entrepreneurs about the unfair behavior of government agencies and helps to resolve disputes at the pre-trial stage.
