By Resolution of the Cabinet of Ministers of Ukraine No. 362 dated April 1, 2025, a Centralized Procurement Organization (CPO) was designated within the management domain of the Agency for Restoration — the state enterprise “Infrastructure Projects.”
This is the first CPO in Ukraine authorized to carry out not only procurement of goods and services, but also construction works, including new construction, road maintenance, development of design documentation in construction, and other components of infrastructure projects.

The CPO offers a standardized approach to the terms of tender procedures, enabling clients to save time and resources, increase competition in the market, and enhance investment attractiveness for international partners.
For whom does the CPO procure?
- Mandatory — for Regional Infrastructure Restoration and Development Services.
- As needed — for other clients within the implementation of complex infrastructure projects.
How is procurement through the CPO organized?
- The client submits a request to the CPO.
- The CPO defines the type of procurement and prepares the tender documentation.
- The CPO conducts the procurement and selects the winner.
- The client signs the contract with the winner, organizes the execution of works, and makes payments.
- The CPO reports on the completed procurement and finalized contract.
