The Foundations of the Restoration Agency’s Anti-Corruption Policy Are Implemented with Consideration of:
▪ National standards, including the provisions of the Laws of Ukraine “On Prevention of Corruption,” “On Civil Service,” the Regulation on the State Agency for Restoration and Infrastructure Development of Ukraine approved by the Cabinet of Ministers Resolution No. 439 dated 10.09.2014 (as amended by Cabinet Resolution No. 193 dated 21.02.2023), as well as the requirements of the National Standard DSTU ISO 37001:2018 (ISO 37001:2016, IDT) “Anti-bribery management systems — Requirements with guidance for use,” and methodological recommendations by the National Agency on Corruption Prevention (NACP), etc.;
▪ International treaties ratified by the Verkhovna Rada of Ukraine and which form part of national legislation, including but not limited to the United Nations Convention against Corruption (UNCAC), the Criminal Law Convention on Corruption (ETS 173), the Civil Law Convention on Corruption (ETS 174), the Agreement Establishing the Group of States against Corruption (GRECO), and the Statute of GRECO;
▪ Standards, recommendations, and best practices of anti-corruption management established by leading international and non-governmental organizations, including but not limited to the Business Principles for Countering Bribery by Transparency International, and the OECD Guidelines for Internal Controls, Ethics, and Compliance;
▪ Results of anti-corruption program assessments from the previous period;
▪ Findings of corruption risk assessments;
▪ Anti-corruption commitments adopted by the Restoration Agency;
▪ Strategic directions of reform of the Agency or its sectoral governance.
