The European Commission is the executive body of the EU that proposes laws, implements policies, monitors compliance with rules, and in Ukraine is responsible for supporting reforms, providing financial assistance, and integrating into the EU.

European Bank for Reconstruction and Development (EBRD)

The EBRD finances projects in the private and public sectors, supports the development of small and medium-sized businesses, infrastructure projects, public administration reform, and environmental sustainability. The bank's core principles are to support democratic institutions, market reforms, and sustainable development.

European Investment Bank (EIB)

The European Investment Bank focuses on financing projects in transport, small and medium-sized enterprises (SMEs), energy efficiency, and municipal and social infrastructure. The Bank supports the Agency’s initiatives aimed at constructing critical infrastructure.

World Bank

To support Ukraine during the war, the World Bank has established a new, effective grant-based financial mechanism — a dedicated donor fund. The World Bank Group works with international partners to mobilize funds that are rapidly channeled to the state budget to help the Ukrainian government maintain the delivery of essential public services.

International Bank for Reconstruction and Development (IBRD)

The International Bank for Reconstruction and Development (IBRD), part of the World Bank Group, is one of Ukraine’s key partners in post-war recovery. Special attention is given to the modernization of transport networks and the development of water supply systems. With the Bank’s support, Ukraine is already implementing dozens of projects in regions affected by hostilities. The partnership with IBRD enables not only the restoration of critical infrastructure but also the integration of sustainability and transparency principles.

International Development Association (World Bank Group)

The International Development Association (IDA), part of the World Bank Group, supports Ukraine through concessional financing mechanisms and grants. It channels resources toward the restoration of critical infrastructure, the provision of essential social services, and assistance to vulnerable populations. IDA helps Ukraine respond quickly to the consequences of the war by implementing projects in healthcare, education, energy, and housing. Cooperation with IDA also strengthens the institutional capacity of the state.

United Nations Office on Drugs and Crime (UNODC)

The UNODC Country Office is partnering with the Agency to support the development of border infrastructure. In particular, cooperation focuses on ensuring the integrated operation of border crossing points, incorporating tools for detecting and countering transnational crime.

The United Nations Development Programme (UNDP)

UNDP supports early recovery capacity development in communities affected by the crisis and promotes inclusive, digital, and sustainable reconstruction. It also helps the Agency strengthen accountability and transparency in the recovery process.

UNHCR is an international organization that protects the rights of refugees, provides them with assistance and seeks safe housing for them around the world.

Japan International Cooperation Agency (JICA)

The Japan International Cooperation Agency supports Ukraine’s recovery through a wide range of cooperation tools, including financial grant assistance and the provision of technical equipment. JICA is a key partner of the Agency in implementing emergency recovery projects, especially those related to the reconstruction of critical infrastructure.

The Infrastructure and Projects Authority (IPA)

The United Kingdom’s public infrastructure advisory body is helping the Agency strengthen reconstruction project management. This includes capacity building for senior officials through training and upskilling programmes. IPA also assists in developing methodologies for infrastructure project delivery and conducts regular meetings to assess progress.
