Regarding the Procurement – Construction of Weigh-in-Motion (WIM) Systems with Performance-Based Contract (PBC) Payment Conditions
As part of the implementation of the National Transport Strategy of Ukraine until 2030, approved by Resolution No. 1550 of the Cabinet of Ministers of Ukraine dated December 8, 2024, which provides for the creation of an effective system of freight transport control and road safety improvement, and in accordance with Article 4 of the Law of Ukraine “On Public Procurement,” the Centralized Procurement Organization SE “Infrastructure Projects,” under the management of the State Agency for Restoration and Infrastructure Development, is launching a preliminary market consultation procedure.

Subject of the Consultation:
● Procurement of works for the construction of Weigh-in-Motion (WIM) systems with performance-based contract (PBC) payment conditions, including guaranteed payment based on operational results of WIM sites (platforms), and subsequent maintenance of WIM systems. Final payment conditions will involve monthly reimbursement of the guarantee payment provided that the operational uptime of the commissioned WIM system is at least 80%.
Objectives of the Market Consultation:
● Examine the technical capabilities of modern WIM solutions.
● Collect information on manufacturers, suppliers, and system integrators.
● Assess financing options and investment return models under full-payment and PBC-based reimbursement schemes.
● Define requirements for servicing, calibration, and repairs.
● Gather proposals on contract structure and risk allocation.
● Analyze existing experience with PBC models where full reimbursement of the guarantee payment depends on operational uptime of at least 80%.
Key Questions to Market Participants:
- Technical Capability:
● Operating temperature range: -20°C to +40°C (sensors: -40°C to +70°C)
● Weighing speed range: 10–160 km/h
● Accuracy of weight (up to ±5%) and axle load (up to ±11%) measurements
● Availability of components: load sensors, ANPR cameras, overview cameras, classifiers, data storage and transmission units
- Software and Interfaces:
● API availability for integration with C-ITS back-office of the Traffic Management Center
● Remote monitoring, access, and maintenance capabilities
● Security features (MFA, access logs, encrypted log storage)
- Operation and Maintenance:
● Helpdesk parameters (24/7), response times, activity logging
● Mandatory quarterly maintenance, annual calibration, and ensured uptime of at least 80%
● Uninterrupted service without blocking traffic lanes
- Financing and Contract Structure:
● PBC model with investment return within 4 years – via monthly reimbursement of the guarantee payment if system uptime is at least 80%
● Risk-sharing and guarantee mechanisms
● Proposals for payment schedules, KPIs, and evaluation methodologies, with guaranteed payment tied to 80% uptime
- Supply and Logistics:
● Capacity to establish spare parts storage in Ukraine to guarantee system uptime
● Local installation/operations and subcontractor certification
● Cost of equipment and installation based on a standard 2-lane and 4-lane site
- Proven Experience:
● Examples of implemented WIM projects
● Experience with PBC payment models
