Prozorro is an electronic system where state and municipal contracting authorities announce tenders for the procurement of goods, works, and services, and businesses compete for the opportunity to implement public projects, including those related to recovery.
To participate in a tender via Prozorro, you must register on any accredited platform included in the unified database. Each electronic platform has its own interface and tools for searching and receiving information about relevant tenders.

At the Agency, various regional Recovery Services act as contracting authorities. Therefore, use the “Contracting Authority” filter to find relevant announcements. A search plugin for tenders is available on the Business page.
The “Status” filter allows you to track the stage of the procurement process. You can submit a tender proposal for participation in open bidding during the “clarification period” and the “proposal submission period”.
- Review the project documentation and participation requirements.
When visiting the tender page, pay attention to the “Tender Documentation” section. Here, contracting authorities list which documents must be included in the proposal and in what format. Carefully study the requirements and note the technical specifications.

- Prepare your tender proposal.
Requirements for proposals may differ depending on the area — civil construction, road maintenance, or water pipeline construction. However, for most recovery projects, we require similar or identical documentation.
On Qualification Requirements
The general list of requirements is outlined in the Law of Ukraine “On Public Procurement.” Based on the Law, the State Anti-Corruption Strategy, the practices of the Antimonopoly Committee, and the previous experience of the Recovery Services, we have developed an internal policy that clarifies qualification requirements — in a way that facilitates the preparation process for capable businesses and reduces opportunities for manipulation or errors by the contracting authority, i.e., the Agency and the Recovery Services.
We verify:
- Availability of equipment, material and technical base, and technologies. We require only a specified quantity of equipment and key technical parameters;
- Availability of employees with appropriate qualifications. We verify only the presence of staff with the qualifications necessary to perform the work — without imposing requirements that would unfairly restrict access (examples);
