During the first half of 2026, the Weigh-in-Motion (WIM) automatic weight and dimension control system generated UAH 37,119,411 in revenue for the State Budget of Ukraine.
The highest number of violations was recorded in Dnipropetrovsk Oblast (204), Poltava Oblast (204), and Vinnytsia Oblast (180).
Before the full-scale invasion, WIM-detected violations accounted for 36% of all recorded violations. Since the system resumed operation in May 2022, this figure has increased to 64% of the total number of violations.
The WIM system uses specialized sensors embedded in the road surface to measure the weight of vehicles while they are in motion. Cameras simultaneously record vehicle speed, dimensions, and license plates. The information is automatically transmitted to the data processing centers of the Agency for Restoration and the State Service of Ukraine for Transport Safety (Ukrtransbezpeka), without stopping traffic and without any human intervention.
Overloaded and oversized vehicles are among the leading causes of damage to roads and bridge infrastructure. A single illegal trip by an overloaded heavy truck can cause as much damage to a road as thousands of trips by an ordinary passenger vehicle.
The Agency for Restoration introduced the WIM network to provide 24/7 monitoring of heavy vehicle traffic and to effectively protect roads and bridges from premature deterioration. The system’s performance over the first six months of 2026 demonstrates that WIM is not only a source of additional budget revenue but also an effective tool for preserving the country’s transport infrastructure.
