The State Joint-Stock Company “Automobile Roads of Ukraine” is subordinate to the Agency for Restoration and includes 31 subsidiaries. Among them are regional road departments (“oblavtodors”) that purchase raw materials, produce and sell asphalt concrete mixtures across various regions of Ukraine.
- On July 21, 2025, SJSC “Automobile Roads of Ukraine” returned all its subsidiaries to procurement through the electronic platform Prozorro.
Previously, since early 2024, procurements had been carried out through direct contracts between regional departments and contractors, with prices being determined directly between the parties.
Now, the process is centralized. Transitioning to Prozorro is a key step toward greater transparency, helping to reduce risks and save resources.
The expected cost of bitumen — currently 100% imported into Ukraine — has dropped from 39–50 thousand UAH per ton to 30–36 thousand UAH per ton.
For example, the Sumy Regional Road Department published its procurement plan: the expected cost per unit of “Bitumen BPR 70/100” was 36.9 thousand UAH. In July, the price was 39.5 thousand UAH — that’s already a 7% reduction in expected cost. We anticipate even greater savings after the competitive bidding process.
Several subsidiaries under SJSC “ADU” have already appointed authorized procurement officers. These staff members have completed free certification testing through the electronic procurement system, received certificates, and confirmed their knowledge in the field of public procurement.
- In parallel with raw material procurement, we are also digitalizing product sales from the subsidiaries.
Their products have been moved to Prozorro Market, where pricing is based on the regional average, helping to increase the selling price of the products.
- To ensure full transparency, a deep audit of subsidiary operations is ongoing.
As a result of inspections in several regions, unauthorized use of property was identified — including machinery, special equipment, land plots and buildings — without appropriate rental payments.
The Internal Audit Department of the subsidiaries, together with the legal team of SJSC “ADU”, is addressing these violations.
For reference: SJSC “ADU” operates a total of 13,914 units of automotive and special equipment, 1,529 real estate assets, 237 asphalt concrete plants, and 1,635 land plots.
