Upgrades to the M-15 Odesa–Reni Highway: The Agency for Restoration Begins a New Phase of Preparations for the Infrastructure Project

The Agency for Restoration, together with its partners, continues active work on the large-scale development of the M-15 Odesa–Reni (towards Bucharest) national highway. The project is being implemented under the strategic leadership of the Ministry for Development of Communities and Territories of Ukraine.


The initiative, supported through the Ukraine Government Project Preparation Facility (PPF) and the PREPARE Ukraine Project, is entering a new stage—the preparation of a preliminary feasibility study (pre-FS) in line with international best practices. To mark this milestone, the Agency for Restoration hosted a coordination meeting focused on the practical steps required to advance the project.

The meeting was attended by Ivan Lukeria, Deputy Head of the Agency for Restoration, representatives of relevant government institutions, the Service for Restoration in Odesa oblast, Niko Gachechiladze, Director of the Public-Private Partnership (PPP) Agency, and experts from the international consulting firms EY and KPMG.


A Strategic Project for Ukraine and EU Integration


The M-15 Odesa–Reni transport corridor is a vital route connecting Ukraine with Romania and providing direct access to European markets. As Deputy Head of the Agency for Restoration Ivan Lukeria emphasized, the reconstruction and development of this corridor is one of Ukraine’s highest infrastructure priorities, given its strategic importance for national security, economic development, and integration into the European Union.


The project is exceptionally large and complex, covering more than 300 kilometres of highway, dozens of bridges, overpasses, and new bypasses around populated areas. Preparing documentation for a project of this scale requires a systematic approach and the involvement of leading international expertise, as successful implementation demands substantial technical and financial preparation.


International Support and Project Implementation


In 2025, the M-15 highway development project was officially included in Ukraine’s Unified Project Pipeline (UPP) as a priority transport infrastructure project. Following its submission through the Project Preparation Facility (PPF), the PPU Secretariat selected it as one of the country’s three highest-priority projects to receive comprehensive support for pre-investment studies under the Ukraine Government PPF and the PREPARE Ukraine Project, in cooperation with the Ukraine FIRST Investment Platform Framework (EIB).


Project milestones:


▪️ 2025: A Memorandum of Cooperation was signed between the Agency for Restoration and the PPP Agency, followed by a trilateral cooperation agreement involving the Agency for Restoration, the PPP Agency, and the Service for Restoration in Odesa oblast.


▪️ Analytical phase: The PPP Agency, together with EY consultants, successfully completed the project’s initial assessment and preparatory phase, including data collection, demand and traffic analysis, and the first pre-investment study—a Strategic Alternatives Analysis for the M-15 Odesa–Reni transport corridor.
To move forward with a comprehensive preliminary feasibility study, the PPP Agency, under the PREPARE Ukraine Project, organized and completed the procurement of consulting services for the preparation of a pre-investment study—a preliminary feasibility study developed in accordance with international best practices and procured under the World Bank Procurement Regulations.


▪️ 17 June 2026: A contract was signed with KPMG-Ukraine LLC to prepare the comprehensive preliminary feasibility study for the M-15 Odesa–Reni transport corridor.


KPMG experts will develop the preliminary feasibility study in full compliance with international best practices, creating a solid foundation for attracting the large-scale investment required to launch the construction and rehabilitation works on one of Ukraine’s most important transport corridors.
