Updated procedure for reserving conscripts during mobilization and martial law

We inform you that by Resolution No. 991 of the Cabinet of Ministers of Ukraine dated August 13, 2025, amendments were made to the Procedure for reserving conscripts during the period of mobilization and martial law, approved by Resolution No. 76 of the Cabinet of Ministers of Ukraine dated January 27, 2023.
In particular, the Procedure has been supplemented with Clause 8-1, which provides for the possibility of reserving 100% of conscripted employees of enterprises, institutions and organizations that:


• have been designated as critically important;
• are located in and actually operate within territories of potential or active hostilities, or temporarily occupied territories as defined in the List of territories where hostilities are (or were) taking place or that are temporarily occupied by the russian federation,
approved by the Ministry for Development of Communities and Territories of Ukraine,
• and for which the date of cessation of hostilities has not been determined.


According to the amendments, the state authority that designated the enterprise as critically important shall submit a notification via the Diia Portal to change the reservation limit, based on a request from the relevant regional, Kyiv city or Sevastopol city state administration (or military administration, if established).
