The State Agency for Restoration and Infrastructure Development of Ukraine, led by its Head, Serhii Sukhomlyn, is participating in the Ukraine Recovery Conference (URC 2026), held in Gdańsk, Poland, on 25–26 June. At its dedicated exhibition stand, the Agency is showcasing practical recovery solutions, critical infrastructure protection measures, and projects demonstrating Ukraine’s experience in reconstruction during the full-scale war.
A key outcome of the conference’s opening day was the signing of three agreements supported by the European Investment Bank (EIB), which create new opportunities for the implementation of major infrastructure projects by the Agency for Restoration.

The Ministry for Communities and Territories Development of Ukraine signed:
- a EUR 96 million Finance Contract (Tranche B) under the Improvement of the Road Network under the EU Solidarity Lanes Initiative; and
- a EUR 50.05 million Grant Agreement under the Ukraine Transport Connectivity – Phase I project for Ukraine Transport Connectivity – Phases II and III.
The agreements will finance projects implemented by the Agency for Restoration, including the construction of transport interchanges in Kyiv region and the major rehabilitation of national roads in the Kyiv, Lviv and Rivne regions.
The Government of Ukraine, the European Commission and the EIB also signed a Memorandum of Understanding on the Security and Connectivity Initiative, aimed at expanding cooperation to strengthen Ukraine’s connectivity with the European Union, support recovery efforts, and coordinate investment in strategic sectors, including border infrastructure, energy, transport and digital connectivity.
Within the framework of the memorandum, the parties also announced the signing of a new agreement on the development of border crossing points and access roads, which will be implemented by the Agency for Restoration in 2027–2029. The overall framework of the agreement amounts to EUR 120 million, with the first EUR 60 million tranche already approved.
“These agreements provide practical financing instruments for projects that directly improve the quality of life of Ukrainians. Our priority is not simply to rebuild what has been destroyed, but to deliver modern, safe and efficient infrastructure. Cooperation with the EIB enables us to create better conditions for people and businesses while supporting sustainable economic growth across the country,” said Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development.
The Agency for Restoration and the EIB also signed a Technical Assistance Cooperation Agreement to support the preparation and delivery of infrastructure projects. The agreement provides for advisory services, institutional capacity building, professional training, and the introduction of international project management standards.
“Today we are creating the foundation for the next generation of infrastructure projects. These agreements secure financing, grant support and technical assistance needed to prepare and implement recovery projects in line with European standards. They represent an important step towards modernising Ukraine’s transport infrastructure and strengthening its integration into the European transport network,” said Serhii Sukhomlyn, Head of the State Agency for Restoration and Infrastructure Development of Ukraine.
Alongside the signing ceremonies, the Agency’s delegation participated in the official opening of URC 2026 and the Infrastructure Platform.

The delegation also held bilateral meetings with the Centre for EU Transport Projects (CUPT) of Poland, the Estonian Ministry of Infrastructure, the Swiss delegation, the Danish Ministry of Foreign Affairs, and Budimex S.A. Discussions focused on advancing joint infrastructure projects, expanding international partnerships, and mobilising financing for Ukraine’s recovery.
