As part of the PREPARE project (Preparing Resilient Projects to Aid Recovery in Ukraine), the State Agency for Reconstruction and Development of Infrastructure of Ukraine and the PPP Agency signed a memorandum of cooperation.
The goal of the PREPARE project is not only to finance construction, but also to create a “project factory.” This makes it possible to attract experts and consultants, strengthen institutional capacity, and implement unified approaches to project management.
“The project aims to standardize processes and create conditions for large-scale reconstruction: not in isolated areas, but across entire sectors, including transport and social services, critical infrastructure reconstruction, and increasing resilience to climate change. The list of specific projects will be determined at a later date,” said Serhii Sukhomlyn, Head of the Agency for Restoration.
For the effective implementation of reconstruction projects, the Agency for Restoration has established Centers of Expertise in various fields.

We are implementing the project jointly with the Ministry of Economy of Ukraine, which is the coordinator, and the Ministry for Development of Communities and Territories of Ukraine, which determines the priorities for recovery. The PPP Agency is the implementing partner. At the same time, the Agency for Restoration provides expertise, technical support and implementation.
The Preparing Resilient Projects to Aid Recovery in Ukraine (PREPARE) project is being implemented with the support of the World Bank through a grant from the International Bank for Reconstruction and Development and the International Development Association.
