During the International Ukraine Recovery Conference (URC 2025) in Rome, the Restoration Agency presented its key infrastructure recovery priorities and achieved a number of important agreements and signings. These will support large-scale and transparent recovery across the country.
In particular, the following important agreements and memoranda were signed:
- A Letter of Intent with EDCF (Economic Development Cooperation Fund, established by the Government of the Republic of Korea) to support the construction of RDF-based CHP (Combined Heat and Power) plants in the first three cities: Odesa, Zhytomyr, and Khmelnytskyi. Consultations were also held on medium-term candidate projects and priority areas of support, including the transfer of 1,000 electric buses to Ukraine.
- As part of the RDF CHP construction project, the Odesa City Council signed a memorandum with the Korean company POSCO to support the construction of a CHP plant in Odesa. POSCO has many years of experience implementing “Waste to Energy” technologies.
- A Memorandum with the Polish Industrial Development Agency (ARP). Their successful experience in modernizing the economy after the 1990s will help attract and implement Polish technologies and investments.
- A Memorandum with the Italian company NPLUS SRL to support the pilot launch of a grant project for monitoring the condition of bridge connections.
- A Memorandum with the EBRD, the Ministry for Communities and Territories Development of Ukraine, and the Restoration Agency to develop a strategic investment portfolio, which will include 10–15 priority projects, with an estimated total implementation cost of UAH 2 billion. The first step is a transport network analysis.
- An agreement between the European Investment Bank and the Ministry for Communities and Territories Development of Ukraine for the restoration of critical and transport infrastructure. The first tranche is €134 million for the capital repair of the M-06 highway and the bridge on the M-15 Odesa–Reni route.

“I thank all partners who stood with Ukrainian institutions, businesses, and communities at such an important platform as the URC. These were representatives from over 30 countries! I am convinced our joint work will bear fruit for the effective recovery of our country,” said Serhii Sukhomlyn, Head of the Restoration Agency, at the conference.

Also, during URC, Serhii Sukhomlyn held a number of meetings resulting in new cooperation agreements. He participated in the transport workshop, which focused on the modernization of border and transport infrastructure.
Discussions were held with the Basel Institute on further support for the development of the Centralized Procurement Organization. In addition, the Head of the Agency met with representatives of Zaha Hadid Architects — partnerships with leading global architectural firms are important to us for creating modern and resilient infrastructure.
