One of the key projects of the Recovery Agency — modular shelters — was presented at the International Recovery Conference URC 2025 in Rome. The implementation of such an initiative is being carried out with the support of the Ministry of Community and Territorial Development of Ukraine.
One of the modular shelter options — Citadel — was developed in partnership with the Metinvest Group. These are steel cylindrical structures installed underground at depths of up to 5 meters. Each module is designed to accommodate 48 people. Inside, there are designated areas for sitting or resting, ventilation, lighting, and a restroom. The shelter has an autonomous power supply system and has undergone the necessary testing with the participation of the military and the State Emergency Service.

Conference participants were presented with a two-module shelter designed for a school. However, it can be used in various settings — hospitals, enterprises, public institutions, residential areas, including frontline territories. The shelters can vary in shape, size, and capacity, and can serve both temporary and long-term purposes. Installation of the modules takes just a few days, allowing for rapid strengthening of protection, especially in frontline regions.

“Safe shelters for people are a vital necessity today. Modular shelters are currently the most optimal solution. Ukrainian businesses are capable of producing hundreds of these shelters each month. The cost of a modular shelter for 100 people is €220,000 including installation — almost six times cheaper than constructing new permanent shelters,” emphasized Serhii Sukhomlyn, Head of the Recovery Agency.
