Results of 2025: International Cooperation

International cooperation
Agency for Restoration

International support is the foundation of our recovery. Rebuilding Ukraine is impossible without strong partnerships. For the Agency for Restoration, 2025 became a year of strengthening relations with international institutions and donor countries.

International support means:

·         Mobilizing resources: together with our partners, we launched projects to restore critical infrastructure.

·         Transparency and accountability: we are implementing best global practices for monitoring the use of funds so that every hryvnia works for the benefit of communities.

·         Joint projects: works have begun on facilities financed by international partners.

In 2025, joint projects with international partners were implemented in 18 regions of the country. The total project portfolio amounts to EUR 1.8 billion. In particular, 11 projects with IFIs were implemented, 6 loan agreements were concluded (2 of which were initiated in 2025) and 21 agreements were signed.

Key areas of support include:

·         road infrastructure

·         restoration and construction of bridges

·         access roads to border crossing points

·         infrastructure of border crossing points

·         housing and communal services and IT

·         institutional support and advisory services

During 2025, 17 Memoranda of Cooperation with international donors were signed. Key examples include:

·         A Memorandum with the EBRD and the Ministry for Development of Communities and Territories of Ukraine on the development of a strategic investment portfolio for road infrastructure.

·         A Memorandum with the State Organization “Agency for Support of Public-Private Partnership,” within the framework of the Ukraine Government Project Preparation Facility (PPF) and the project “Preparing Resilient Projects to Support Ukraine’s Recovery (PREPARE Ukraine),” to prepare the pilot project “Development of the Public Road of National Importance M-15 Odesa–Reni (towards Bucharest).”

·         The Rapid Implementation Readiness Assessment project—an assessment of the operational capacity of the Agency for Restoration —initiated by the European Bank for Reconstruction and Development and the UK Foreign, Commonwealth & Development Office, in partnership with the World Bank, the European Investment Bank, and the European Union, with the support of the Ministry for Development of Communities and Territories of Ukraine, the Ministry of Economy, Environment and Agriculture of Ukraine, and the Ministry of Finance of Ukraine.

·         A Memorandum with the Ministry of Foreign Affairs of the Republic of Lithuania on the implementation of the second phase of the “School of the Future for Ukraine” project, including the preparation and adaptation (localization) of the technical design for the construction of a new multifunctional educational institution in the city of Zhytomyr on the site of a destroyed lyceum.
