Results of 2025: Development of Frontline Logistics

The development of logistics in frontline regions is among the strategic priorities of the Agency for Restoration. Two-thirds of all funds allocated for operational maintenance are directed specifically to frontline regions. We focus our efforts on critically important routes in the Kharkiv, Donetsk, Kherson, Zaporizhzhia and Sumy regions. Our task is to ensure uninterrupted traffic where logistics routes are most vulnerable. To determine construction priorities, a road development priority system is in place, defined by the Ministry of Defense and the General Staff.


In 2025, 7.4 thousand kilometers of frontline roads were repaired. In total, 76 engineering structures were restored in these regions. The installation of anti-drone netting is nearing completion on several key road sections. Road segments within 10–15 kilometers of the frontline are a separate priority for enhanced protection.


Every repaired kilometer of road or restored bridge near the frontline means:
A “road of life” for civilians: the ability to evacuate, transport the wounded, and deliver food, medicines, and humanitarian aid to communities under shelling.


Effective medical response: every minute saved thanks to a smooth road is a life saved—of one of our defenders or a local resident—during transport to a hospital.
Work in frontline areas involves constant risk. Our contractors and engineers operate in coordination with the military and the State Emergency Service, often under the threat of shelling, to promptly restore what the enemy seeks to destroy.


As a result of such enemy attacks on road infrastructure, 9 workers were killed, 14 were injured, and more than 95 pieces of equipment were damaged.


Despite everything, ensuring frontline logistics will remain a priority in 2026.
The total amount of direct damage inflicted on Ukraine’s transport infrastructure as a result of the russian invasion amounts to USD 38.5 billion. More than 26,000 kilometers of roads have been destroyed, estimated at USD 28.3 billion (according to KSE data as of 01.11.2024).
