Restoration Agency and UNODC discussed further anti-corruption cooperation within the NORAD Project

The State Agency for Restoration and Infrastructure Development of Ukraine (hereinafter – SARDI) has held a meeting with representatives of the United Nations Office on Drugs and Crime (UNODC).

The meeting was attended by Head of the UNODC Programme Office for Ukraine Harsheth Virk and Officer in Charge Field Support Section, Corruption and Economic Crime Branch
(UNODC) Jennifer Sarvary Bradford, who serves as the Norad Project Coordinator. SARDI was represented by Deputy Head Ivan Lukeria.


 During the meeting, the parties discussed priorities for further cooperation in the areas of anti-corruption policy and public procurement within the framework of the international project “Preventing and сombating сorruption in Ukraine’s recovery efforts: UNODC’s support to build resilience in line with UNCAC,” implemented with financial support from the Norwegian Agency for Development Cooperation (Norad).

The participants focused on two key areas of cooperation.
In the field of anti-corruption policy, this includes supporting the implementation of the Agency’s Anti-Corruption Program for 2026–2028, improving the whistleblower protection system in line with UNODC’s 2025 assessments, and conducting training activities for SARDI’s staff.

In the field of public procurement, this includes scaling up the practice of preliminary analysis of tender procedures and standardizing approaches to the preparation of documentation at the regional level.

“We highly value UNODC’s consistent support and are confident that our joint work within the Norad Project will significantly strengthen SARDI’s anti-corruption resilience. Reducing corruption risks and adhering to international standards is not only a requirement of the time but also the foundation of trust in the country’s recovery process,” said Ivan Lukeria.

An important aspect of this cooperation is its inter-institutional nature: within the Norad Project, UNODC cooperates not only with SARDI but also with the National Agency on Corruption Prevention (NACP), the National Anti-Corruption Bureau of Ukraine (NABU), the Specialized Anti-Corruption Prosecutor’s Office (SAPO), the High Anti-Corruption Court (HACC), and the Ministry for Development of Communities and Territories of Ukraine, particularly in supporting the DREAM digital ecosystem.

SARDI expresses its gratitude to its UNODC partners for their consistent support and readiness to continue joint efforts aimed at ensuring transparent, accountable, and effective recovery of Ukraine.
