In the first half of 2025, thanks to the work of WIM (Weight-in-Motion) complexes, more than 65 million UAH were transferred to the state budget. This is not only additional funds but also the preservation of hundreds of kilometers of roads. The system records trucks exceeding the permissible weight, which prevents damage to roads and bridges. In total, over four years of operation, the budget has received 560 586 313 UAH from automatic detection.
The system recorded the most violations in the Kyiv (858), Dnipropetrovsk (395), and Poltava (207) regions.
According to the State Service of Ukraine for Transport Safety, the WIM system most often records violations of the dimensional and weight standards established by law by 5% to 10% inclusive (a fine of 8 500 UAH). For example, before the full-scale invasion of the russian federation, this figure was 36% of the total number of violations, while after the resumption of WIM complexes (since May 2022), this figure has increased to 64% of the total number of violations.
This year in may two new WIM complexes began recording violations of size and weight standards: WIM 52 (Mykolaiv region) and WIM 84 (Chernivtsi region). Currently, 57 WIM sites are connected.
Dimension and weight control is carried out using sensors built into the road surface, which allow the WIM system to determine the weight of the vehicle. Cameras record the speed, dimensions, and license plates of vehicles. Data on violations is transmitted and processed at the Ukrtransbezpeka Data Processing Center.
Thanks to the axle load and total vehicle weight monitoring system introduced by the Agency for Restoration, it is possible to control traffic around the clock, automatically record violations without human intervention and prevent road damage. It is also important to note how many roads have been preserved thanks to WIM complexes, which is hundreds of kilometers of highways.
The development of WIM complexes is one of the priorities of the Agency for Restoration which we will continue to pursue. This includes maintaining technical condition, modernization and installation of new complexes.
