Fighting corruption is a shared responsibility, and today, a new culture of zero tolerance toward this issue is emerging in Ukraine.
The National Agency on Corruption Prevention (NACP) has presented a manual titled “Heroes Among Us: A Guide for Whistleblowers.”
Presented in comic book format, the guide explains in simple terms:
• Who can be a whistleblower;
• What actions are considered corruption offenses;
• How to properly collect evidence and report corruption;
• What protection mechanisms and safety guarantees exist for whistleblowers.
The guide also includes real success stories of individuals who, for the first time in Ukraine’s history, received financial rewards in 2024 for exposing corruption — totaling approximately UAH 15 million.
According to research, public support for whistleblowers is growing:
74.3% of Ukrainians and 85.8% of businesses consider their work important.
Moreover, the number of people who personally report corruption has increased several times in recent years.
Ukraine’s progress in protecting whistleblowers has already been recognized internationally — the country scored over 90 out of 100 points in the OECD’s comprehensive assessment of anti-corruption policy.
