Military town in Hostomel, Kyiv region: The Agency for Restoration has announced its first tender

In the first days of the full-scale invasion, a large part of Hostomel’s infrastructure was destroyed, including residential buildings, educational and medical facilities, and road infrastructure. In particular, buildings on Proskurivska Street suffered extensive damage.


In the summer of 2025, the client’s authority for reconstruction was transferred to the Agency for Restoration. Since then, the existing project has been further refined and undergone expert review, taking into account all necessary components—particularly energy efficiency and inclusivity. This is not merely about restoring buildings, but about creating a modern, safe, and comfortable environment for living and development, with a comprehensive approach to reconstruction.
On December 29, 2025, the project successfully passed the expert review. The next stage is the selection of a contractor. Construction works are planned to begin in the spring.


Instead of five destroyed buildings that previously contained 272 apartments, modern seven-story buildings with 360 apartments will be constructed. The project also provides for the construction of a radiation shelter and the complete replacement of utility networks within the residential complex.
Residents will be directly involved in discussing decisions regarding interior finishes, common areas, children’s and sports playgrounds, and the surrounding territory.


Of the 272 families who lived in these buildings, 106 have already received housing certificates with financial compensation. Apartments to be rebuilt as part of the first two phases will be primarily allocated to families who were left without housing.


About the Project Expert Review
“Restoration projects often face public criticism, particularly regarding costs and the efficiency of fund usage. We received a ready-made project, but deliberately chose the path of in-depth analysis. This allowed us to eliminate unjustified expenses and focus on what truly matters,” said Serhii Sukhomlyn, Head of the Agency for Restoration.


During the expert review, it was found that the previous project envisaged the restoration of private facilities at the expense of the state, including a restaurant facility, sports halls (including a billiard room) and a coach’s room. It also included the procurement of equipment for these premises, such as coffee machines, juicers, ice makers, printers, freezers, and more.
Such expenses are not related to creating a comfortable residential environment using state budget funds. Adjusting the project took time, but it made it possible to remove unnecessary items and instead incorporate a full-fledged social component. The revised project has successfully passed a new expert review.


A tender has now been announced for the construction of Phases 1 and 2, which include:
• construction of a radiation shelter;
• construction of two seven-story residential buildings;
• installation of engineering and utility networks within the complex.
The expected cost is UAH 718.4 million.
