The Cabinet of Ministers of Ukraine has appointed Ivan Fedorov as Head of the State Agency for Restoration and Infrastructure Development of Ukraine. The decision was approved on September 4.

The new Head of the Agency for Restoration was introduced to the team by the Minister for Recovery, Infrastructure and Transport of Ukraine, Mykola Kalashnyk, EU Ambassador to Ukraine Katarína Mathernová, and Head of the European Investment Bank’s Regional Hub for Eastern Europe Kristina Mikulova.

They discussed the key challenges facing Ukraine, which are expected to intensify ahead of the heating season.
“We need to establish clear and consistent rules for everyone — contractors, partners and our regional teams. Only then can we build a system of protection and recovery that will strengthen the country’s energy independence, protect critical infrastructure and support the recovery of regions, particularly frontline areas that are suffering the most from the war,” said Ivan Fedorov, Head of the Agency for Restoration.

Under Ivan Fedorov’s leadership, the Agency for Restoration will focus on the following immediate priorities:
- Protecting critical infrastructure from daily Russian attacks
- Restoring key facilities across the country
- Ensuring transparency by publishing data on prices and the cost of works and introducing a public contractor rating
- Establishing clear and consistent rules for contractors, partners and regional teams
Before his appointment, Ivan Fedorov headed the Zaporizhzhia Regional State Administration and served as Head of the Regional Military Administration. He previously served as Mayor of Melitopol, First Deputy Head of the Zaporizhzhia Regional State Administration, Director of the Department of Transport Infrastructure at the Kyiv City State Administration, and Deputy Mayor of Melitopol.
