The meeting focused on the Agency’s key priorities for the coming years.

Road infrastructure — priorities
Key priorities include preparing the road network for winter, winter maintenance and the rapid repair of damage in spring. With the Road Fund restored in the state budget, this work can be planned and carried out systematically.
The Head of the Agency stressed that military logistics is the primary criterion for selecting roads for repair, followed by economic needs.
Frontline infrastructure
Together with the military, the Agency is working on solutions to protect roads from drone attacks, covering both national and local roads.
🇪🇺 Logistics links with the EU and Moldova
Six priority border crossing points have been identified — those connecting to motorways on the European Union side. Construction of the Bila Tserkva border crossing point is due to be completed by the end of the year, while work on the Yampil border crossing point is ongoing.
Road projects already under construction
Construction continues on bypass roads around Zhytomyr, Lviv and Uzhhorod, as well as the access road to the Rava-Ruska border crossing point. These projects will reduce traffic congestion in cities and improve traffic flows, particularly towards the EU border.
International partner support — where it is needed most
The EBRD previously agreed to provide financing for repairs to the Kyiv – Zhytomyr highway. However, the road is already in good condition. Ivan Fedorov said the Agency plans to hold talks with its partners in the near future on redirecting these funds to roads that are currently in greater need of repair.
Regional recovery
Three comprehensive recovery plans are currently being implemented in Kyiv, Chernihiv and Kherson oblasts.

“We agreed to work closely with the Committee on an ongoing basis. There are many decisions to be made and tasks to be addressed, so we need to act quickly and in a coordinated manner. I thank Committee Chair Yurii Kisel and the Members of Parliament for their constructive dialogue and support for decisions that are important for the sector,” said Ivan Fedorov, Head of the Agency for Restoration.
