Implementing the CEF programme: modernisation of the “Porubne – Siret” international border crossing point continues

The Service for Restoration and Development of Infrastructure in Chernivtsi oblast has announced a tender to select a contractor for a large-scale infrastructure project to modernise the “Porubne” international border crossing point.

This is a key stage in the implementation of the Connecting Europe Facility (CEF) programme, which holds strategic importance for strengthening logistical links between Ukraine and the European Union.

What has already been done:

·         A feasibility study has been completed and approved by expert review;

·         Design and cost documentation has been developed, passed state expertise, and meets all current Ukrainian construction standards;

·         A public procurement process has been launched to select the contracting organisation to carry out the works.

The infrastructure project under the Connecting Europe Facility (CEF) programme includes expanding the freight area by constructing four additional exit lanes for trucks at “Porubne”, as well as installing a vehicle weighing system and modern customs equipment. These upgrades will reduce cargo clearance times, increase the crossing point’s throughput capacity, and minimise queues at the Ukrainian-Romanian border.

Funding:

·         50% — through an EU grant under the Connecting Europe Facility (CEF) programme;

·         50% — from the State Budget of Ukraine.

This project is part of the European “Solidarity Lanes” initiative, which supports the integration of Ukraine’s transport network into the European one and strengthens trade ties between Ukraine and the EU. In this context, the Porubne BCP plays a critical role as a key node along the European E85 route. A significant portion of Ukrainian exports to the EU passes through this crossing point — especially now, during wartime, when stable overland transport corridors are essential for economic resilience and uninterrupted international trade.
