The Head of the Agency for Restoration, Serhii Sukhomlyn, together with the Deputy Minister for Development of Communities and Territories of Ukraine, Artem Rybchenko, held a meeting with the Minister of Foreign Affairs of Estonia, Margus Tsahkna.

The discussion focused on cooperation with Estonian partners, particularly on strengthening the protection of critical infrastructure facilities that are being damaged as a result of daily russian shelling.
Since the beginning of russia’s full-scale invasion, Estonia has provided significant support to Ukraine’s energy, humanitarian and digital sectors. During the meeting, the parties discussed the current needs and further cooperation between the Ukrainian and Estonian governments in the area of energy support for Ukraine.

Serhii Sukhomlyn informed the partners that russia aims to leave Ukrainians without heat and electricity during the winter, isolate frontline territories and disrupt logistical routes. To counter these threats, Ukrainian specialists are constantly working to protect and restore damaged facilities. Given the scale and frequency of attacks, the challenges facing Ukrainians are enormous.
Priority protection is needed for critical infrastructure located in frontline regions, particularly within 40–50 kilometers of the front line. For the rapid restoration and reliable protection of such facilities, components and equipment are required — supplies that foreign partners are helping to provide.
The meeting also addressed the issue of energy decentralization, including the need for modular solutions for communities in the areas of backup electricity and heat supply, as well as their protection.
Estonian partners expressed their readiness to continue supporting Ukraine’s energy sector. The Ukrainian side thanked the Estonian colleagues for their comprehensive support and assistance on the path toward European integration and in the fight against the aggressor.
