The Head of the Agency for Restoration, Serhii Sukhomlyn, held a meeting with Kaare Andreasen, Chief Financial Officer of the Export and Investment Fund of Denmark in Kyiv.
The focus of the discussion was supporting Ukrainian communities on their path to energy independence. In particular, they discussed the construction of CHP plants (combined heat and power plants) using RDF (refuse-derived fuel from processed waste).

Improving energy efficiency in communities is one of the key areas of work for the Agency for Restoration. Denmark has expressed interest in supporting this initiative, as EIFO offers a convenient financing model. In the near future, Mr. Kaare Andreasen will visit pilot communities where these CHP plants are planned to be built first.

The prospect of constructing RDF-based CHP plants is an incentive for establishing waste processing facilities in communities. This is crucial for both environmental protection and addressing the issue of excessive waste accumulation. Most importantly, it represents an alternative energy source that can provide a significant portion of a settlement with heat, independent of existing resources.
It is worth noting that the Odesa City Council has already signed a memorandum with the Korean company POSCO regarding the construction of an RDF-based CHP plant in the city. For five other smaller communities with similar characteristics (population size, area, etc.), a standard project design can be developed. This would save both time and money during implementation. However, such an initiative requires financial support from partners.
Background:
Since the beginning of the full-scale invasion, the Government of Denmark has allocated €755 million for EIFO’s project activities in Ukraine. The fund provides investment support aimed at restoring critical infrastructure and developing Ukraine’s private sector and economy.
