We announce the collection of commercial proposals from suppliers of mobile distributed heat and power generation equipment for the needs of territorial communities.
The procurement concerns cogeneration units intended to provide autonomous electricity generation equipment for municipal utility enterprises of the city of Kyiv, with a capacity of at least 2.3 MW each.
Payment for the supplied equipment will be made upon delivery. Advance payment is not provided.
If cogeneration units are available, suppliers must attach to their commercial proposal an extended package of technical and supporting documentation.
In particular, this includes information regarding the storage location of the equipment, manufacturing date, factory test certificates, serial numbers, photo and/or video materials from the warehouse, technical passports, generator configurations, installation requirements, and connection diagrams.
Mandatory documents also include certificates of conformity (CE, ISO, etc.), warranty terms, information about a service partner in Ukraine, response times for service requests, availability of spare parts, and confirmation of the equipment’s ability to operate at low temperatures.
Information on the inclusion of such goods in the List of Goods with a Confirmed Degree of Local Content in Production equal to or exceeding 30%, or a certificate of origin of goods confirming that the goods originate from a country that is a party to the Agreement on Government Procurement concluded on 15 April 1994 in Marrakesh, as amended by the Protocol Amending the Agreement on Government Procurement done on 30 March 2012 in Geneva, with which Ukraine has concluded other international treaties approved as binding by the Verkhovna Rada of Ukraine that contain provisions on public procurement, including free trade agreements, or from a country that is a party to the Agreement on Government Procurement to which Ukraine acceded in accordance with the Law of Ukraine “On Ukraine’s Accession to the Agreement on Government Procurement.”
The warranty period must comply with the manufacturer’s specifications, but shall be no less than 24 months.
The document provides for penalties in case of delivery delays:
up to 30 days of delay — a penalty of 1% of the value of the goods;
more than 30 days — 7% of the value of undelivered or late-delivered equipment.
