The procurement announcement was preceded by close cooperation with the Intergovernmental Guild of Consulting Engineers and the All-Ukrainian Guild of Engineers for Technical Supervision of Architectural Construction, which resulted in the determination and agreement of qualification requirements for participants.
The CPO team had been building up its expertise in procurement. In particular, it conducted market consultations and worked with expert communities. In August, the first consultations on the design, manufacture, and installation of primary (mobile) shelters took place, with 17 Ukrainian manufacturers and one international company participating.
On September 10, a meeting was held with the market regarding weigh-in-motion (WIM) systems: technical characteristics, operational maintenance, financing and the structure of the future contract were discussed. Seven companies, including two international ones, participated in the consultations.
All consultations are conducted in accordance with the principles of transparency, openness and non-discrimination. Representatives of chambers of commerce and industry, Ukrainian and international businesses are invited to participate.
In addition, the CPO cooperates with expert councils at the State Enterprise “National Institute for Infrastructure Development.” The materials developed will form the basis for draft technical requirements and open consultations prior to the announcement of procurements.
