As part of the implementation of the Strategy for the Development of the Civil Protection Shelter Fund for the Period Until 2034 and in accordance with the Operational Action Plan for Its Implementation, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 183-r dated March 4, 2025, and guided by Article 4 of the Law of Ukraine “On Public Procurement,” the Centralized Procurement Organization SE “Infrastructure Projects”, under the management of the State Agency for Restoration and Infrastructure Development of Ukraine, is initiating preliminary market consultations to analyze the market by collecting recommendations and information from business entities.

Subject of the Consultation:
Preparation for the procurement of Mobile Protective Shelters (MPS) for the needs of territorial communities in areas of potential public congregation (e.g., transportation stops, parks, recreational zones), educational and healthcare institutions, and other social infrastructure facilities, in compliance with civil protection safety requirements.
Objectives for the Market Consultation:
· Studying technical solutions on the market.
· To gather information about potential manufacturers and suppliers.
· To assess the market’s capacity to manufacture, supply, and service MPS.
· To determine approximate costs, delivery timelines, and operating service conditions for Mobile Protective Shelters.
· To develop a transparent financing model and identify the appropriate procurement method for PMS.
· To develop technical specifications (required technical and quality characteristics) and qualification requirements for potential manufacturers/suppliers.
· To determine the market’s capacity to ensure production and delivery.
Key Issues to Be Addressed:
1. Technical Solutions:
· What types of Mobile Protective Shelters or designs are currently available?
· What technical characteristics are optimal for temporary human shelter?
· What options are there for connecting to utility networks and communications?
· What are the main requirements for the PMS installation sites?
2. Certification and Regulatory Compliance:
· Do the PMS meet national standards (DBN, DSTU), the Technical Regulations on Civil Protection Equipment, and requirements of the State Emergency Service (SES)? What are the expected certification timelines?
· Can the shelters be included in the civil protection shelter fund by relevant ministries, central/local executive authorities, or other state agencies?
· Are expert opinions or certificates of compliance available?
3. Production and Supply:
· Is localization of production in Ukraine possible?
· What are the manufacturing and delivery timeframes?
4. Cost and Equipment:
· Estimated unit cost depending on capacity:
o Up to 50 people;
o Up to 100 people.
o Up to 150 people.
o Other options (based on supplier proposals);
· Clarification regarding delivery and installation cost inclusions.
· Equipment configuration options (protective elements, autonomous power supply, lighting, ventilation, water supply and drainage, potable water reserves, communication tools, etc.).
5. Contracting Conditions:
· Warranty conditions, technical and service support.
· Possibility of phased delivery or framework agreements.
6. Supply Experience:
· Examples of implemented projects in Ukraine or abroad.
· Deliveries to regional military (state) administrations, local self-government bodies, military or military-civil administrations (if established), National Police and other agencies of the Ministry of Internal Affairs, State Emergency Service, educational and medical institutions, etc.
