The Agency for Restoration and Siemens Ukraine signed a Memorandum of Understanding during the Ukraine Recovery Conference 2026 (URC 2026) to cooperate on technologies aimed at strengthening Ukraine’s critical infrastructure.
The agreement comes as Ukraine continues to rebuild energy and transport infrastructure damaged by Russian attacks while seeking to improve the resilience, reliability and efficiency of essential public infrastructure.

“This is not just a framework agreement. It is backed by concrete practical steps. Today, the Agency for Restoration is implementing a project to build a decentralized district heating system at a site in Kyiv. Projects like this are where Siemens equipment and automation systems can help deliver higher-quality, more reliable solutions while ensuring the efficient use of state budget funds,” said Serhii Sukhomlyn, Head of the Agency for Restoration.
The memorandum establishes a framework for cooperation in several areas, including:
- deployment of advanced technologies at critical infrastructure facilities;
- automation and digitalization of infrastructure systems;
- development of electricity distribution, industrial communications and cybersecurity solutions;
- exchange of international expertise and best practices;
- harmonization of technical standards, particularly in the energy sector; and
- measures to improve energy efficiency, infrastructure resilience and low-carbon development.

The Agency for Restoration thanked Siemens Ukraine for its readiness to support Ukraine’s recovery and contribute technological expertise to projects aimed at strengthening critical infrastructure.
The partnership is expected to support the development of joint projects combining engineering, energy, digital and security solutions with the participation of international partners, financial institutions and the private sector.
The Agency for Restoration said its objective is to rebuild infrastructure that is not only restored but also more resilient and capable of operating under wartime conditions.
