Agency for Restoration, Estonia expand cooperation on infrastructure recovery

Ukraine’s experience in protecting and maintaining critical infrastructure during the full-scale war is increasingly informing cooperation with international partners and shaping joint approaches to recovery and resilience.

At the Ukraine Recovery Conference 2026, the Agency for Restoration met with delegations from Estonia’s Ministry of Climate and the Ministry of Foreign Affairs to discuss expanding cooperation on infrastructure recovery.

The meeting followed discussions launched earlier this spring, when an Estonian delegation visited the Agency to exchange experience on protecting critical infrastructure under wartime conditions. Ukrainian specialists presented approaches to maintaining the continuity of critical infrastructure services, rapid response mechanisms, and measures to strengthen infrastructure resilience.

“We agreed to expand cooperation in resilient transport and critical infrastructure, construction digitalization, infrastructure project management, and the implementation of Build Back Better principles. Estonia’s experience in digital government and modern infrastructure development is highly valuable for Ukraine. At the same time, the solutions Ukraine has developed during the war are already proving useful to our partners,” said Serhii Sukhomlyn, Head of the Agency for Restoration.

The Agency highlighted Estonia’s expertise in digital governance and integrated infrastructure policy, noting that its Ministry of Climate oversees transport, energy, construction, climate policy, and sustainable infrastructure development. Ukraine’s recovery strategy similarly focuses not only on rebuilding damaged assets but also on developing infrastructure that is more resilient, technologically advanced, and better integrated.

The Agency also noted that its Advisory Board includes Tiit Riisalo, Estonia’s former Minister of Economic Affairs and Information Technology, whose expertise supports institutional reform, international cooperation, and Ukraine’s alignment with European standards.

Estonia will host the Ukraine Recovery Conference in 2027, providing an opportunity to advance bilateral cooperation and present further progress on joint recovery initiatives.
