Ivan Fedorov, Head of the State Agency for Restoration and Infrastructure Development of Ukraine, and Anka Feldhusen, Business Ombudsman, signed a Memorandum of Partnership and Cooperation.

The Memorandum provides a framework for direct dialogue with businesses and joint efforts to address key challenges.
In particular, the cooperation will focus on:
- reviewing complaints from businesses and establishing a joint expert group;
- increasing transparency in recovery-related procurement;
- sharing information and providing expert support;
- developing solutions to eliminate systemic administrative barriers that hinder business participation in Ukraine’s recovery.
“It is important for us to establish a transparent and straightforward framework for cooperation, in which the state receives high-quality work at a reasonable price, while businesses have fair and equal opportunities to participate in recovery projects,” said Ivan Fedorov.
The Agency for Restoration and the Business Ombudsman Council have been working together since 2023. The new Memorandum strengthens this cooperation and creates an additional mechanism for regular dialogue with businesses.
The Business Ombudsman Council is an independent institution that protects the legitimate interests of businesses in their interactions with public authorities and works to eliminate systemic barriers to entrepreneurship. The Council’s activities are funded by the European Union.
