A meeting of Ukrainian and Polish partners of a CEF-funded project took place in Lublin

An annual working meeting of partners of a large-scale infrastructure project implemented under the EU’s Connecting Europe Facility (CEF) programme took place in Lublin. The main goal was to synchronize efforts aimed at modernizing access roads to border crossing points on the Ukrainian-Polish border.

The event brought together representatives of the Agency for Restoration, Services for Restoration in the Volyn and Lviv oblasts, as well as Polish partners and Etienne Couche, project manager at the European Climate, Infrastructure and Environment Executive Agency (CINEA).

The Service for Restoration in the Volyn oblast became the first among Ukrainian and Polish beneficiaries to complete one of the project stages: 1.9 km of the M-07 Kyiv–Kovel–Yahodyn highway leading to the Yahodyn border crossing point has been fully overhauled. Work is currently underway on the next stage — the construction of a large-scale parking area near the Yahodyn–Dorohusk border crossing point. Once completed, the 13-hectare facility will be able to accommodate up to 600 trucks simultaneously.

The modernization of the Yahodyn–Dorohusk border crossing point is of strategic importance for the development of border infrastructure and strengthening transport links between Ukraine and the European Union.

The Service for Restoration in Lviv oblast has also entered the active implementation phase of the project. Current efforts are focused on optimizing traffic to two key border crossing points — Rava-Ruska and Krakivets.

Thanks to EU co-financing (50% of the project cost), the design phase in the Lviv oblast has already been completed and tenders for construction works have been conducted. In February–March 2026, contracts were signed with contractors for major repairs, including the construction of dedicated truck parking areas:
• M-09 Ternopil–Lviv–Rava-Ruska road: construction of two parking areas with 270 spaces is about to begin
• M-10 Lviv–Krakivets road: construction of two truck parking areas with 200 spaces is planned

Overall, within the framework of the “Solidarity Lanes” initiative in the Lviv region, 470 new parking spaces for safe waiting will be created. This will significantly reduce congestion on border routes, improve conditions for drivers, and increase the capacity of transport corridors. Technical and author supervision specialists have already been appointed at all sites, ensuring compliance with strict European standards of quality and transparency.

Representatives of relevant institutions were present on the Polish side, including:

• The Center for European Transport Projects;

• The Polish Ministry of Infrastructure;

• The Polish Ministry of Finance;

• The Polish Ministry of Development Funds and Regional Policy;

• The Lublin Border Crossing Point Administration;

• The General Directorate for National Roads and Motorways of Poland;

• The National Tax Administration.
