On August 1–2, the training course “Integrity-Based Leadership for Change: Responsible Decision-Making for Ukraine’s Recovery” was launched. The course is delivered by PwC Academy in Ukraine with the support of the EU Anti-Corruption Initiative (EUACI) and in partnership with the State Agency for Restoration and Development of Infrastructure of Ukraine. Participants include representatives of the Agency of Recovery, Regional Offices of Recovery, and CPO.

The goal of the course is to strengthen leadership and management skills among heads of the Regional Offices of Recovery, enhance practical capacities in strategic planning, and foster an understanding of the importance of ethical and transparent decision-making throughout the infrastructure recovery process.
“Today, we work as a single team — without hierarchies or formal titles. We share one common goal: rebuilding Ukraine. This training helps us move toward that goal more effectively and systematically,” emphasized Yurii Sverba, Deputy Head of the Agency of Recovery.
“The Agency of Recovery and its regional offices are not only key institutions in restoring Ukraine’s critical infrastructure, but also entities that should serve as a model for effective and integrity-driven public sector management. Our mission is to help build strong leadership, project management capabilities, and a culture of accountability,” noted Taras Sluchyk, Head of the Component Integrity Reconstruction at EUACI.
The first module of the program laid a solid foundation for cultivating shared leadership thinking within the team. Participants explored leadership models, reflected on their own management styles, and tackled ethical dilemmas and conflicting expectations from partners and teams. The focus was on tools for strategic decision-making, the risks of overly political leadership styles, maintaining motivation under pressure, and practices for self-care and resilient leadership in uncertain conditions.
Over the next three months, participants will complete five additional training modules covering:
- performance assessment methods and setting KPIs;
- principles of effective project management;
- internal control mechanisms;
- change management;
- internal and external communications;
- integrity and ethical decision-making in the recovery process.
Through this course, participants will not only enhance their leadership competencies, but also become key drivers of change — promoting a culture of integrity-based leadership in Ukraine’s reconstruction efforts.
