The Advisory Board of the Agency for Restoration visited Borodianka

Today, the Advisory Board of the Agency for Restoration, operating with the support of EU4Reconstruction (Component 2), visited Borodianka in the Kyiv region.


The delegation included Alex Park, Advisor on Strategic Architecture and Recovery Coordination; Yirzhi Kopetskyi, Advisor on Digital Infrastructure and Intelligent Transport Systems; and Renaldas Radvila, Advisor on Decentralized Heating and Energy Transformation of Communities, and President of the Lithuanian National Association of Electric Power. The partners were welcomed by Mykola Boiko, First Deputy Head of the Agency for Restoration.


This visit is part of the comprehensive institutional support provided by EU4Reconstruction (Component 2) to the Agency for Restoration, State Enterprise “Project Management Unit for Restoration” and NIDI. This cooperation aims to strengthen the capacity of institutions to implement transparent, efficient and high-quality recovery projects.


During the visit, the approach to comprehensive settlement recovery was presented, using Borodianka — one of the most affected communities in the Kyiv region — as a case study.
In particular, the delegation visited Tsentralna Street, where reconstruction of the street and road network is ongoing. The project includes not only road surface restoration but also the creation of a full-fledged urban space with modern lighting, safe pedestrian areas, sidewalks, landscaping, and improved adjacent territories.


Borodianka is already demonstrating tangible recovery results. In place of destroyed buildings, restored multi-storey residential buildings are emerging, featuring insulated facades, energy-efficient windows, and rooftop solar panels. The works are being implemented in cooperation with the Ministry for Development of Communities and Territories of Ukraine and the Kyiv Regional Military Administration.
Currently, 37 facilities have been completed and commissioned, while other capital repair projects are in their final stages. Interior works and landscaping are ongoing.


At the Borodianka Recovery Center, the delegation was presented with materials illustrating the scale of destruction in 2022 and the progress of reconstruction. Particular attention was given to the stories of residents returning to their restored homes.


The partners were also shown an underground modular shelter, which has been ensuring residents’ safety during air raid alerts for over six months, as well as a veterans’ rehabilitation center rebuilt from scratch, which resumed operations in 2025 and has significantly expanded its capacity to support veterans — including through training programs and psychological rehabilitation.


“Comprehensive recovery is not about individual objects — it is about people’s quality of life. Our task is not just to rebuild what was destroyed, but to create an environment where people want to live, return, and develop their communities,” said Mykola Boiko, First Deputy Head of the Agency for Restoration.
An important indicator of the effectiveness of this approach is that the population of the Borodianka community has not decreased compared to the pre-war period.


Following the visit, Alex Park noted that he had seen Borodianka in photographs after the occupation, and today it gives the impression of a completely different place — a modern and revitalized settlement.
