BIM in Ukraine: from legislative initiatives to practical implementation
The team of the Agency for Restoration took part in the roundtable discussion “Implementation of BIM as a Tool for Transparency, Efficiency, Reconstruction and Recovery”, held at the Kyiv School of Economics. The event brought together representatives of Parliament, the Ministry for Development of Communities and Territories of Ukraine, international partners, experts, and business representatives to discuss practical steps for implementing Building Information Modeling (BIM) in Ukraine.

During the panel discussion “Positive Examples of BIM Implementation in Ukraine,” Deputy Head of the Agency for Restoration Roman Komendant presented practical experience in using BIM for infrastructure recovery. In particular, he highlighted the role of digital tools in enhancing process transparency, improving project planning, and ensuring control at all stages of construction implementation.
“For the Agency for Restoration, BIM is not just a technology, but a tool for systematically transforming approaches to reconstruction. A digital model allows us to see the full picture of a project before construction begins, effectively plan resources, monitor processes, and ensure transparency at every stage. This is the foundation for high-quality, accountable, and modern recovery of Ukraine,” Roman Komendant noted.
Participants of the roundtable discussed the key provisions of draft law No. 6383, which aims to establish a regulatory framework for the full-scale implementation of BIM in Ukraine. Particular attention was paid to the results of the market readiness assessment for transitioning to new approaches. The participants also reviewed the international experience of the United Kingdom and addressed challenges related to workforce training, project documentation expertise, and the introduction of digital standards in construction.
The implementation of BIM has been identified as one of the key areas of the sector’s digital transformation. It will increase the efficiency of resource use and ensure transparency in the implementation of infrastructure projects, laying the foundation for Ukraine’s large-scale recovery in line with international standards.
