On April 15, 2026, the State Enterprise “National Institute for Development Infrastructure” (SE “NIRI”) marked its 100th anniversary. The institution has evolved from a Road Research Station in Kharkiv into SE “NIRI” — a leading scientific institution in the country addressing comprehensive issues of infrastructure development within Ukraine’s transport system.

Today, SE “NIRI” is a powerful scientific and intellectual center with more than 10 laboratories and a team of 150 specialists. The combination of their many years of experience and innovative approaches ensures the reliability of infrastructure solutions.

“Your professional expertise is extremely valuable, especially today — in the context of Ukraine’s European integration course. Updating standards, harmonizing with European requirements, and moving toward the developed countries of the West all require a systematic, methodical approach and a deep understanding of the sector. Maintaining such a high level of competence under current challenging conditions is truly a great achievement,” said Artem Rybchenko, Deputy Minister for Development of Communities and Territories of Ukraine, while congratulating the SE “NIRI” team.

In his address, Head of the Agency for Restoration Serhii Sukhomlyn congratulated the Institute’s staff and presented an honorary certificate from the Prime Minister of Ukraine, Yuliia Svyrydenko.
“In such a difficult time, during the full-scale invasion, what you are doing is invaluable support for the Agency for Restoration, the Ministry, and the entire country. Each of you is shaping the history of a new Ukraine. Sincere gratitude for your dedication,” Serhii Sukhomlyn emphasized.
He also added that the Agency for Restoration is currently undergoing a stage of deep transformation — forming a new infrastructure management system in which SE “NIRI” will play a key role.

The Institute’s current activities are crucial for ensuring the reliability of the transport system and supporting the country’s defense capability. They include modernization of standards, implementation of innovations, scientific support, technical inspection of infrastructure, economic research, and the development of human capital.
“For 98 years, the Institute worked exclusively in the field of road infrastructure. However, the challenges of wartime and current conditions have compelled us to expand our scope of responsibility — today we cover infrastructure as a whole. The Institute’s most important asset is not equipment or technology, but people: professionals who believe in their work, deliver results every day, and are ready to move forward,” said Artem Bezuhlyi, Director of SE “NIRI”.
